Global Beauty Care is an affordable cosmetic brand found in stores like Dollar Tree. The brand describes itself as “affordable, high-quality skincare” and sells many products for under $10, which is a rarity in the cosmetics space.

But does Global Beauty Care use research-backed ingredients for improving skin quality? Does the brand use any unhealthy ingredients? Why was the brand sued? And is Global Beauty Care better or worse than popular budget cosmetics brands like Good Molecules?

Shea butter was shown to repair the skin barrier and have an anti-inflammatory effect in a medical review published in the International Journal of Molecular Sciences.

Dimethicone is a non-toxic skin moisturizer, as we discussed in our CeraVe Resurfacing Retinol Serum reviews article.

Collagen may be effective for reducing the appearance of wrinkles, but the vast majority of research studies we’ve seen on this ingredient use collagen peptides, which are absorbed more easily through the skin.

There is one inactive ingredient in this formulation that we consider potentially unhealthy.

Phenoxyethanol is clinically shown to be toxic to human cells in at least one trial.

The linked trial was a test tube study, which is a weaker standard of evidence than a trial with live human participants.

Overall, we consider Global Beauty Care Collagen Skin Cream to be potentially effective for reducing the appearance of wrinkles and improving skin quality.

We don’t currently recommend this product due to the inclusion of phenoxyethanol.

Why Was Global Beauty Care Sued?

In August of 2024, Global Beauty Care was sued for alleged violations of the Safe Water and Toxic Enforcement Act.

The Initiative for Safer Cosmetics (IFSC) alleged that Global Beauty Care Vitamin C Extract Makeup Cleansing Wipes contained diethanolamine which violates California's Prop 65. 

This issue appears to be ongoing at the time of updating this article, because there is a similar case update from 2025.

Since this alleged issue is only in regard to this one product, we would advise that consumers avoid this product for now, but this shouldn't affect other Global Beauty Care products.

Global Beauty Care vs. Popular Budget Cosmetics

Here's how Global Beauty Care compares to other popular budget cosmetic brands in terms of formulation quality, in our opinion:

Bubble Skincare

This brand's popular moisturizer contains many research-backed active ingredients like avocado oil, which is clinically shown to moisturize and heal dry and damaged skin.

Bubble also uses phenoxyethanol, so we consider the two brands equivalent from a health perspective, but we give Bubble Skincare the edge from a potential efficacy perspective.

Byoma

Byoma sells cosmetic products at a similar price point to Global Beauty Care.

As we detailed in the above-linked review, both of the Byoma formulations we analyzed contained research-backed active ingredients and were free from any unhealthy ingredients.

Contains many research-backed active ingredients, has a similar safety profile to Global Beauty Care, and publishes the percentage concentration of every ingredient (which is important for consumer safety).

Conclusion

Global Beauty Care is the cheapest cosmetics brand we’ve reviewed to date on Illuminate Health, and while the brand does use some effective ingredients, we don’t currently recommend the product we reviewed in this article.

Luxe Beauty Care Skin Cream contains a synthetic preservative that may have questionable health effects.

The brand’s website is practically unusable, and all products are currently out-of-stock. Consumers interested in purchasing Global Beauty Care will have to do so in-store at Dollar Tree or on Amazon or other third-party online retailers.

The company is currently subject to a lawsuit alleging Prop 65 violations, so we recommend that consumers avoid Global Beauty Care Vitamin C Extract Makeup Cleansing Wipes.

We consider Global Beauty Care to be either a less healthy or less effective option than budget cosmetics sold by Bubble Skincare, Byoma and Good Molecules.
